theory
of
government
which
holds
that
commune
should
be
a
kind
of
independent
state
,
and
the
national
government
a
confederation
of
such
states
,
having
only
limited
powers
.
It
is
advocated
by
advanced
French
republicans
;
but
it
should
not
be
confounded
with
communism
.
